By Jeffrey Zinsmeister for About News. Certain Latin American governments, most notably Mexico and Colombia, are debating the potential legalization and commercialization of marijuana–a position that has gained media attention in light of the Special Session of the United Nations’ General Assembly (UNGASS) in April 2016.  Former heads of state in the region, such as Mexico’s Ernesto Zedillo, Colombia’s César Gaviria, and Brazil’s Fernando Henrique Cardoso, have spoken out in favor of similar policies.
