The Interior Secretariat is still holding its own marijuana debate, but that will conclude within the next four weeks. So it’s now a good time to ask what can come out of this ganja fest. Will we see meaningful legislative reforms or just some tinkering around the margins? The latter is more likely.
A marijuana majority? Everyone involved in the hearings seemed to agree that the current policy framework is broken and something needs to be done. The shape of that something is still very much in the air, but there seems to be an emerging consensus on three issues:
